Under the explanatory note, the bill (Reg. No. 2368) aims at refining the procedure of execution of the right to own, use and administer water fund land plots by the people of Ukraine. Particularly, the bill aims at changing the procedure of privatization of landlocked natural reservoirs by citizens and legal entities, as well as leasing of water fund land plots by citizens and legal entities.

It is stipulated to hold a mandatory referendum in order to settle the issue of privatization of natural reservoirs and leasing of water fund land plots.

The Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat expressed several remarks to the bill. However, Committee members believe that these remarks do not pertain to contradictions of the bill to the Constitutional requirements.
